It looks like maybe HLTV is being blocked by NewsBlur? I can curl https://www.hltv.org/rss/news just fine, but NewsBlur 503’s on the site.
It looks like it’s behind cloud flare so I guess it could be their protection system kicking in, but just letting you know incase you’re able to do anything.
