Feed is not being interpreted correctly

I’m adding this to my feeed
https://ieeexplore.ieee.org/rss/TOC4.XML
But I don’t think Newsblur is interpreting it correctly. I believe the problem is perhaps an error on the ieee webpage where the pubDate is too far in the past? Unfortunately I don’t see a chance of getting them to change this,…

On rss.app it’s being interpreted correctly. NewsBlur manages to interpret it correctly but only for the last couple of months of items. As I said I think it’s a problem with the pub date.

I don’t know whether someone is “adjusting something”… but the link above now works…
HOwever, I see similar problems with similar TOC from IEEE, e.g.
