How do I create a folder? The obvious place (“Move to folder” dialog) doesn’t offer an option for creating a new one, and I can’t find it anywhere else. This is on the desktop website, by the way.

You can create a folder from the add site dialog ("+" in the bottom left corner), you don’t actually have to add a site.
Ah, thank you! That UI could stand some improvement. 
Yeah, it took me a while to figure that one out, poking around the interface for while then stumbling across it when I gave up and was going to add a new site to an existing folder.
