Cannot delete feed

I’m trying to delete a feed, but it keeps coming back, and I’m not sure why this is the only feed I cannot delete.  This is the feed I’m trying to delete:

Ok, I deleted it and cannot for the life of me figure out why it came back. Let me know if it does.

It came back. When it comes back, is comes back as *muted*.  Same URL.

I tried deleting it again, and it came back as a muted feed.
